Este trabalho visa examinar a democartização do acesso a cultura no Ceará durante o segundo mandato do governo Cid Gomes (2011-2014) analisando a relação entre o financiamento de projetos culturais, por meio dos editais públicos, enquanto politica de governo para a cultura, assim como os diferentes momentos históricos da Cultura cearense, sua legislação cultural, e a atuação da Secretaria de Cultura do Ceará-SECULT no âmbito das políticas públicas. O trabalho baseia na análise das leis de incentivo a cultura do Brasil e do Ceará ( Lei Rouanet e Lei Jereissati) e as formas como o sistema de financiamento à Cultura, influenciaram e/ou influenciam o campo da produção cultural no estado do Ceará, discutindo sobre o acesso à cultura por meio de políticas democráticas, com ênfase na teoria democrática contemporânea, utilazando-se de parâmetros que se baseiam na literatura sobre políticas públicas e financiamento cultural, fornecendo alguns elementos que possibiltam a compreensão do campo da produção de cultura no Ceará e sua articulação com as políticas de financiamento público à Cultura do Brasil.
This work aims to examine the democartization of access to culture in Ceará during the second term of the government Cid Gomes (2011-2014) analyzing the relationship between the financing of cultural projects, through public notices, as a government policy for culture, as well as such as the different historical moments of Ceará's culture, its cultural legislation, and the role of the Secretariat of Culture of Ceará-SECULT in the scope of public policies. The work is based on the analysis of the cultural incentive laws in Brazil and Ceará (Rouanet Law and Jereissati Law) and the ways in which the culture financing system influenced and / or influences the field of cultural production in the state of Ceará, discussing on access to culture through democratic policies, with an emphasis on contemporary democratic theory, using parameters that are based on the literature on public policies and cultural financing, providing some elements that enable the understanding of the field of cultural production in Ceará and its articulation with public financing policies for Brazilian Culture.
