O presente ensaio tem por objetivo refletir a respeito da institucionalização e dos aspectos teórico-metodológicos da avaliação em saúde no Brasil. Trata-se de um artigo analítico-reflexivo a respeito dessas duas perspectivas. Nesse sentido, compreendemos que institucionalização da avaliação permitiria uma maior organicidade entre as práticas em saúde e a avaliação, todavia, cabe refletir, até que ponto a apropriação das avaliações por parte do Estado, não comprometeria a fidedignidade de seus resultados. Em se tratando dos aspectos metodológicos das avaliações, identificamos que as avaliações qualitativas têm crescido no âmbito nacional, mas as abordagens centradas em perspectivas teóricas positivistas ainda são preponderantes. Concluímos que é preciso ampliar o debate acerca da institucionalização da avaliação em saúde no Brasil, bem como as o desenvolvimento de outras perspectivas teóricas para avaliação, em especial as avaliações participativas, tendo em vista que com esse aporte metodológico, é possibilitado aos sujeitos reavaliem suas posturas e se percebam como atores transformadores da realidade.
This essay aims to reflect on the theoretical-methodological aspects and institutionalization of the evaluation in health in Brazil. It is an analytical-reflective article about these two perspectives. In this sense, we understand that evaluation institutionalization allow greater organic unity between practices in health and evaluation, however, it should reflect the extent to which ownership of the evaluations by the state, would not compromise the reliability of its results. In the case of methodological aspects of assessments, we identify the qualitative assessments have grown at the national level, but the approaches centered on positivist theoretical perspectives are still prevalent. We conclude that we need to broaden the debate about health evaluation institutionalization in Brazil, as well as the development of other theoretical approaches to evaluation, especially the participatory assessments, considering that with this methodological approach, it enabled the subject to reassess their postures and realize as transformers actors of reality of the study.
