O objetivo central desse artigo é discutir a diversidade territorial goiana a partir das transferências constitucionais para os municÃpios. As transferências constitucionais, dentre as quais o FPM, o FUNDEB e o ICMS, constituem a maior parcela de recursos destinados aos governos municipais. Cada um desses repasses tem relação direta com a dinâmica demográfica e econômica dos municÃpios. Para discutir as relações entre os repasses federais e estaduais para os municÃpios goianos, optamos por trabalhar na escala microrregional. Com esse artigo pretendemos contribuir com a discussão de um tema pouco abordado pela geografia, mas que tem importância impar na construção de polÃticas governamentais na escala municipal e regional.
The main objective of this paper is to discuss the territorial diversity in Goiás based on constitutional transferences to municipalities. Constitutional transferences such as FPM, FUNDEB, and ICMS represent the largest share of resources sent to municipal governments. Each of these transferences has a direct relation with the demographic and economic dynamics of municipalities. To discuss the relations between federal and state transferences to municipalities in Goiás, we focused on the microregional scale. Our aim is to contribute to a theme that is not often approached by Geography, despite its singular importance in the construction of governmental policies on municipal and regional scales.
