Nosso objetivo é discutir a formação do IPCC enquanto Comunidade Epistêmica. Mostraremos a série de eventos que deu origem a instituição: o desenvolvimento de uma protociência climática, e de alguns parâmetros e instrumentos que ocorreram antes do século XIX; a institucionalização das ciências climáticas e o aparecimento do CO2 como um importante fator causal do efeito estufa no século XIX; o desenvolvimento da geologia e áreas correlatas na década de 1950-1960; os fóruns com temática ambiental e o desenvolvimento de modelos de predição climática operados por computadores e com base matemática na década de 1970; e por fim, a construção do consenso de que as mudanças climáticas estão ocorrendo, e ações precisam ser tomadas na década de 1980. A partir daí cientistas e instituições cientificas passam então a trabalhar em torno de um arranjo político e PNUMA, WMO e ICSU se envolvem em negociações para criarem uma instituição que atenda estes pré-requisitos, até que, em 1988, surge então o IPCC.
Our goal is to discuss the formation of IPCC as an epistemic community. We show the series of events that gave rise to the IPCC: the development of a climate proto-science, and some parameters and instruments that occurred before the XIX century; the institutionalization of climate science and the appearance of CO2 as an important causal factor of the greenhouse effect in the XIX century; the development of geology and related areas in the decade of 1950-1960; the forums with environmental issues and the development of climate prediction models operated by computers and mathematical basis in the 1970 decade and finally; the construction of the consensus that climate change is occurring, and actions need to be taken in the 1980 decade. From then, scientists and scientific institutions beginning to work around a political arrangement and UNEP, WMO and ICSU engage in negotiations to create an institution that meets these prerequisites, and in 1988, comes up the IPCC.
