O presente estudo analisa a relação entre os direitos humanos, a administração pública e o papel dos Tribunais de Contas no Brasil. O objetivo é demonstrar como os Tribunais de Contas contribuem para a promoção da dignidade humana ao fiscalizarem a correta aplicação de recursos públicos, visando à concretização de políticas públicas essenciais, como saúde, educação e segurança. A metodologia empregada inclui uma revisão bibliográfica e análise documental de fontes jurídicas e institucionais. Os resultados indicam que a atuação dos Tribunais de Contas, por meio da fiscalização e da transparência, tem um impacto significativo na prevenção de irregularidades e na garantia da correta gestão dos recursos públicos. Conclui-se que o fortalecimento dos mecanismos de controle e transparência é essencial para a efetivação dos direitos humanos no Brasil, promovendo o acesso à informação e o controle social.
This study analyzes the relationship between human rights, public administration, and the role of the Courts of Accounts in Brazil. The objective is to demonstrate how the Courts of Accounts contribute to the promotion of human dignity by overseeing the proper use of public resources, aiming at the implementation of essential public policies, such as health, education, and security. The methodology employed includes a bibliographic review and documentary analysis of legal and institutional sources. The results indicate that the actions of the Courts of Accounts, through oversight and transparency, have a significant impact on preventing irregularities and ensuring proper resource management. It is con-cluded that strengthening control and transparency mechanisms is essential for the realization of human rights in Brazil, promoting access to information and social oversight.
