Esse artigo investiga a relação entre os processos de construção de problemas sociais e participação política em conselhos gestores municipais. O ponto de partida da análise consiste na defesa de causas educacionais e a atuação do Conselho Municipal de Educação de Pelotas/RS. Parte-se do princípio que os conselhos de gestão municipal constituem-se em um dos espaços de definição e redefinição de causas e problemas sociais. A análise permitiu mostrar, por um lado, que a relação estabelecida entre a esfera estatal e o sistema educacional está na origem do processo de formação dos conselhos municipais de educação. Por outro lado, demonstrou que a proximidade entre as características sociais dos conselheiros constitui uma das condições principais que permitem compreender as ações desenvolvidas no âmbito de tal conselho. Ao mesmo tempo, as dinâmicas das reuniões apresentaram-se como um dos espaços fundamentais de definição legítima das causas educacionais.
The present article investigates the relationship between the processes of social problems construction and political participation in municipal managing councils. The analysis’ starting point is the defense of education causes and the performance of the Municipal Council of Education of Pelotas/RS. We start from the principle that the municipal management councils consitute one of the definition and redefinition spaces of causes and social problems. The analysis allowed showing, for one side, that the established relationship between the state sphere and the education system is in the origin of the formation process of the municipal councils of education. On the other hand, it has demonstrated that the proximity among the counselors’ social characteristics constitutes one of the main conditions that allow the understanding of actions developed in the extent of such council. At the same time, the meetings’ dynamics arise as one of the fundamental spaces of legitimate definition of the education causes.
