A proposta deste artigo é revisitar as motivações que provocaram
as mudanças ministeriais acontecidas
em 20 de novembro de 1827 quando
Dom Pedro I, de forma inédita, chamou deputados para ocuparem postos
de ministros em seu governo. Esse
fato tinha o propósito de harmonizar
a conturbada relação entre os poderes
Executivo e Legislativo cujos conflitos eram crescentes em virtude da
retórica do deputado e lÃder da oposição Bernardo Pereira de Vasconcelos.
Buscar-se-á pensar esse fato a partir
das ideias de Benjamin Constant que
forneceram os princÃpios teóricos para
a Constituição de 1824.
The intension of this article
is to revisit the causes that provoked
the changes of the ministers occurred
in November, 20
th
, 1827 when Dom
Pedro I called deputies to occupy the
post of minister for the first time in
his government. This fact had the
purpose to harmonize the relationship
between the Executive and Legislative branchs whose conflicts were in
creasing by the rhetoric of the deputy
Bernardo Pereira de Vasconcelos. We
want to think this fact since the Benjamin Constant’s ideas that gave the
theoretical principles for the constitution of 1824.
