Este trabalho aborda de forma conceitual e empÃrica pontos do debate e da práxis acerca das
questões relativas ao planejamento do desenvolvimento de base local por via de uma estrutura
participativa de turismo, com base no exame do caso Programa Turismo Solidário do Governo
do Estado de Minas Gerais. Objetiva apontar a relação do capital social como instrumento de
viabilização da participação comunitária para o desenvolvimento local a partir da consideração
de dois vieses possÃveis: o capital social na constituição de uma estrutura de participação da
comunidade e a participação comunitária no reforço à consolidação do capital social local.
Utilizou-se, para tanto, como estratégia metodológica o Estudo de Caso, e a pesquisa bibliográfi
ca e documental como instrumentos de coleta de dados.
The discussion that follows has the objective to portray, through a theoretical boarding, the problem
of the cultural tourism in the cities in order to signal an alternative direction for the responsible
and durable development. Based on the presupposition that the government is the most
legitimate social institution and, because of that, responsible for the orientation and defi nition of
the implementation patterns and following the cultural tourism in the urban space, through the
Public Politics. Once the implementation of the tourist activity occurs through the interaction, in
a period of time, of two basic elements of the society - the man and the space modifi ed by him.
This way, we understood that the State is responsible for care for those actors’ interaction in the
context of the tourist activity.
