O presente estudo analisa a relação do movimento de mulheres com o poder público local, em Londrina/Paraná, privilegiando a interação com os novos espaços institucionais estatais. A criação de órgãos como Secretaria Municipal da Mulher e Conselho Municipal dos Direitos da Mulher representa uma novidade na estrutura do aparelho estatal e em sua lógica burocrática. Tal novidade veio inspirar um esforço de análise e uma constante reflexão sobre a relação dos movimentos de mulheres com o Estado e suas conseqüentes implicações para o modo de participação do sexo feminino na arena pública. Esse contexto também é importante para se analisar o processo de em ponderamento das mulheres e repensar o tema da autonomia dos movimentos de mulheres. Não obstante os limites e ambigüidades na experiência de Londrina, a interação entre organizações comunitárias femininas, a Secretaria Municipal da Mulher e o Conselho Municipal dos Direitos da Mulher, tem também forjado possibilidades de maior propagação dos debates sobre mulher e gênero, tanto no seio da sociedade, quanto no interior da administração municipal. Assim, não há apenas “tradução político-culturais” de gênero, mas também a politização de questões de gênero.
This study analyzes the relationship between the women's movement and local government in Londrina, Paraná, focusing on interaction with new institutional spaces within the state. The creation of agencies such as the Municipal Secretariat for Women and the Municipal Council for Women's Rights represents a new development in the structure of the state apparatus and its bureaucratic logic. This development inspired an effort to analyze and constantly reflect on the relationship between women's movements and the state and its implications for women's participation in the public arena. This context is also important for analyzing the process of women's empowerment and rethinking the issue of women's movement autonomy. Despite the limitations and ambiguities in the Londrina experience, the interaction between women's community organizations, the Municipal Secretariat for Women and the Municipal Council for Women's Rights has also created opportunities for greater dissemination of debates on women and gender, both within society and within the municipal administration. Thus, there is not only a “political-cultural translation” of gender, but also the politicization of gender issues.
