Este artigo trata da problemática do financiamento da saúde mediante a conformação da polÃtica econômica e social brasileira em sua determinação macroestrutural. É no exame da polÃtica macroeconômica nacional, instalada no paÃs desde a década de 1990, cumpridora à risca dos ditames recomendados pelo Fundo Monetário Internacional e do Banco Mundial, que compreenderemos os rebatimentos dessa agenda neoliberal na saúde, especificamente de seu financiamento. Apresentamos, nesta reflexão, o resgate da trajetória histórica da luta pela vinculação de recursos para a saúde a partir do paradigma da universalização.
This article deals with the issue of health financing upon the conformation of the Brazilian economic and social policy in determining its structural aspects. It is the examination of national macroeconomic policy, installed in the country since the 1990s, which strictly complies with the recommended dictates of the International Monetary Fund and the World Bank, that we understand the repercussions of the neoliberal agenda in health, specifically its financing. In this reflection, we present the rescue of the historical background of struggle for allocation of public funds for health from the paradigm of
universalization.
