A excepcionalidade da Constituição mexicana de 1917 consistente no seu elevado grau de emendabilidade (quase 700 emendas) impõe a tarefa de lançar um olhar mais detido para essa experiência constitucional a fim de esgarçar as noções comuns das relações entre constitucionalismo e democracia. Primeiro, será realizada uma contextualização do México pré-revolução de 1910. Em seguida, será investigado o cenário da revolução mexicana que se constitui no caldo de cultura da Constituição de 1917. Após, será estudada a Constituição de 1917 e o que se denominou de Poder Constituinte permanente no México. Por último, serão exploradas as relações entre constitucionalismo e democracia a partir do contexto mexicano.

The exceptionality of the 1917 Mexican Constitution, consisting in its high degree of amendability (almost 700 amendments) imposes on the task of taking a closer look at this constitutional experience in order to fray the common notions of the relationship between constitutionalism and democracy. First, a contextualization of Mexico before the 1910 revolution will be carried out. Then, the scenario of the Mexican revolution that constitutes the cultural broth of the 1917 Constitution will be investigated. Afterwards, the 1917 Constitution will be studied and what was called the Permanent Constituent Power in Mexico. Finally, the relationship between constitutionalism and democracy from the Mexican context will be explored.
