Este artigo apresenta resultados de um estudo que trata do sindicalismo docente do ensino superior nas universidades estaduais paranaenses. Tem por objetivo discutir o sindicalismo docente no ensino superior em sua relação com o movimento político-jurídico que culminou na promulgação da Lei Geral das Universidades (Lei Estadual n.º 20.933/2021). Para atender ao objetivo proposto, metodologicamente foram escolhidos dois caminhos: o primeiro tem relação com a análise documental dos relatórios de dois seminários estaduais organizados pelos sindicatos docentes para fins de debate sobre as minutas da LGU e, ainda, as notas/boletins/manifestos publicadas pelo Comando Sindical Docente; o segundo fez uso da história oral por meio do depoimento de professores sindicalistas que expuseram suas interpretações sobre a referida lei e os prováveis reflexos para o sistema estadual de ensino superior paranaense. Como principais resultados, foram verificados posicionamentos de rechaço e resistência desses sindicatos à LGU, o que consideraram ser um movimento prejudicial, entre vários aspectos, à autonomia universitária. E esse rechaço pode ser compreendido em sua relação com elementos históricos desse sindicalismo no estado.
This article presents the results of a study on higher education faculty unionism at state universities in Paraná. Its objective is to discuss faculty unionism in higher education and its relationship to the political and legal movement that culminated in the enactment of the General Universities Law (State Law No. 20.933/2021). To achieve this objective, two methodological approaches were chosen: the first involved a documentary analysis of the reports from two state seminars organized by faculty unions to discuss the LGU drafts and the notes, bulletins, and manifestos published by the Faculty Union Command; the second involved oral history through the testimony of unionized faculty members who presented their interpretations of the aforementioned law and its likely impact on the Paraná state higher education system. The main findings revealed rejection and resistance from these unions toward the LGU, which they considered detrimental, among other things, to university autonomy. This rejection can be understood in its connection with historical elements of this unionism in the state.
