Currently, citizen participation and local development poses a double challenge in Latin America. On the one hand, there is a strong consensus about the role that these aspects could have in the deepening of democratic processes, while at the same time they are considered an opportunity to promote the capacities of the involved actors. Nonetheless, while analysing the Argentinean case, this article tries to clarify the limits of these proposals and of the premises on which they are based, and the possible political externalities that they can generate.
La participación ciudadana y el desarrollo local se presentan en la actualidad como un doble desafÃo en América latina. Por un lado, existe un fuerte consenso sobre el rol que podrÃan cumplir en la profundización de procesos democráticos y, al mismo tiempo, son mirados como una oportunidad para el fomento de las capacidades de los actores involucrados. No obstante, el presente artÃculo intenta hacer visible, a partir del análisis del caso argentino no sólo los lÃmites de estas propuestas sino también los presupuestos sobre los que se fundan y, las posibles externalidades que pueden generar.
