O estudo do Programa Universidade para Todos –PROUNIserá o foco desta pesquisa que traz consigo o objetivo de concebê-lo como política pública de acesso à educação superior. Sua institucionalização que se deu mediante a Lei de nº11.096, de 13/01/2005, é consequência de um contexto político planejado pelo Ministério da Educação, no Governo Lula, que visavaà inclusão de parcela expressiva da sociedade civil para a qual o acesso ao ensino superior afigurava-se como muito difícil, um estímulo à desistência, diante da concorrência aluno/vaga numa Universidade públicae da igualmente altíssima somatória de parcelas a serem pagas num curso privado. Diante deste quadro fático, a proposta deste artigo é então de compreender a estratégia de implantaçãodesta política pública, seu funcionamento, os benefícios reais que trouxe para a sociedade civil e os desafios que ainda precisará enfrentar.

The study of the University for All Program -PROUNI will be the goal of this research that brings order to conceive it as a public policy of access to higher education . Its institutionalization that has been done by the number of Law 11,096 of 13/01/2005 , is the result of a political context planned by the Ministry of Education,in the Lula Government, looking up at the inclusion of asignificant portion of civil society to have access to higher education as it seemed very difficult, a stimulus to the withdrawal , before the competition a student or place at a public university and also the highest sum of installments to be paid in a private course. Given this context , the purpose of this article is then understand the deployment strategy of this public policy , its operation, the real benefits brought to the civil society and the challenges to be faced.
