O presente trabalho se insere na trajetória da pesquisa em curso na ocupação da região conhecida como Barreira, na orla da Lagoa de Piratininga em Niterói, ameaçada de remoção. Diante da opacidade com que o poder público municipal se posiciona formalmente junto à comunidade, com relação à possibilidade de perda de suas moradias, procurou-se observar como essa mesma prefeitura efetivamente se faz presente na região. Pelo recurso à metodologia da observação participante, percebeu-se um cenário onde a informalidade representa, em certas situações, a via de reapropriação do público, do político, e da cidadania, por parte da população ali residente.
This work is part of the research in the occupation of the region known as Barreira, on the border of Piratininga Lagoon in Niterói, threatened with removal. Faced with the opacity which the municipal public power formally positions itself with the community, beyond the possibility of loss of their dwellings, it was sought to observe how this same city council is effectively present in the region. Using the methodology of participant observation, it was possible to perceive a scenario where informality represents, in certain situations, the way of reappropriation of the public, the politic, and citizenship, by the resident population.
